The management promoted with the intention of creating a foundation that supports various activities and actions of the National University of Comahue, which facilitates cooperation between the University and the community, was finalized on October 24, 1991.

Those attending the constitutive meeting exchanged ideas regarding the creation of an institution that facilitates cooperation between the National University of Comahue and the community, promoting activities related to the needs of cultural, scientific and technological improvement of the Comahue region. The expectations crystallized from the following agreements: first, the need to create an organization such as the Foundation understood as the ideal tool understood for this purpose; second, as proposed in its objectives, intending it to be a mechanism for coordination and joint work between the University and the society of the Comahue region; Third, those who promoted it from the University thought that the funds obtained by the Foundation should be dedicated to the development of scientific research projects and transfer to the environment and to the resolution of problems of the regional community for which there are no financial resources.

Being the spirit of the attendees that the money that the Foundation may eventually have, such as donations - supported by highly favorable tax relief regimes - will be competitive funds from inside and outside the University, and it will be its Administrative Council, in the that the community fully participates, who will decide how to use it and who should be supported and who should not be supported.
